HB416: Retail Wheeling to Cut Electric Bills

While the press is infatuated with the NextEra/HEI merger, the only way that consumers will benefit from lower prices is through the introduction of competitive pricing.
Will a bigger stronger HECo (via NextEra) have any incentive to reduce prices without competition?
No.
House Bill 416 (Status, Text) proposes using retail wheeling to begin the process of a competitive market for electrical production. I thought that your readers might be interested.
