Iwasa Rips Rail Recovery Plan: “Errors that no one seems to care about”

I am so, so disappointed that this former legislator (Tupola) who voted on Act 1 of 2017 did not understand the fact that HART did not take into account the changes in law from Act 1 when calculating their revenue projections.

Watch and listen, and keep in mind that, in part, my testimony was,

"The growth rate used for those projections does not take into account the decrease in the state administrative fee from 10% to 1% . . . ."

I also mentioned that HART's projected revenue does not take into consideration the almost 11% increase in TAT due to a change in rates from 9.25% to 10.25%.

Thank you to Councilmember Augie Tulba for asking smart questions so that he could be sure he understood my concerns.

HART's recovery plan was shipped off to the FTA today with not only revenue projections that I think are too high but also with errors that no one seems to care about.

HART submits latest attempt at recovery plan to FTA

KITV: … The Honolulu Authority for Rapid Transportation (HART) submitted a recovery plan today to the Federal Transit Administration (FTA).

The FTA required HART to provide a revised recovery plan by the end of this month, because the rail project costs continue to increase and the city doesn't have the funds to cover those costs.

The HART Recovery Plan calls for ending the project in Kakaako instead of Ala Moana Center, and eliminates a planned parking garage in Pearl City….

The FTA is withholding $744 million from the rail project -- pending its acceptance and approval of the HART Recovery Plan….
