Assisted Suicide Bill Passes Final Reading

HB1823, the bill to expand assisted suicide in Hawaii, handily passed the final reading in the Senate.  If the House agrees to the Senate amendments to the bill, it will go to the Governor for signature.   If the House disagrees, the bill will go to a conference committee consisting of both House and Senate members who already voted yes to the measure.  Any House or Senate member who voted against the bill is unable to serve on the conference committee.

STATUS:  On April 12, 2022, Report Adopted; Passed Third Reading, as amended (SD 2). Ayes, 21; Aye(s) with reservations: Senator(s) Dela Cruz, Misalucha. 

Noes, 4 (Senator(s) Fevella, Gabbard, Kim, Riviere).  (Mahalo to these brave Senators.)

House Committee on Health, Human Services and Homelessness Strongly Supports Abortion in Demand

Every year we remind people that our legislature is strongly supportive of abortion and "reproductive rights."  A resolution (HCR 206)  to "strongly encourage" our congressional delegation to support these rights easily passed the House Health,  Human Services and Homelessness (HHH) Committee.  

Hawaii Family Forum submitted testimony in opposition to this resolution.

Status:  On Thursday, April 14, 2022, the committee on HHH recommend that the measure be PASSED, UNAMENDED. The votes were as follows: 

4 Ayes: Representative(s) Yamane, Tam, Kapela, Nishimoto; 

1 Noes: Representative(s) Ward; and  (Mahalo to Rep. Ward)

2 Excused: Representative(s) Gates, Har.

The resolution will now move to the House Judiciary Committee.  If it passes that committee it will go to the full House for a vote.  Since it is a resolution, it does not need to go to the Governor for signature.

Upcoming Legislative Deadlines

APR 19 SECOND LATERAL FOR SENATE CONCURRENT RESOLUTIONS - All Senate concurrent resolutions (SCRs) with multiple referrals must move to their final committee in the non-originating chamber (the House) by this day. (Must be filed by Monday, April 18.) 

APR 22 - DEADLINE FOR FINAL FORM OF BILLS PROPOSING CONSTITUTIONAL AMENDMENTS - A proposed amendment's final form must be provided by written notice to the Governor prior to passing final reading by a 2/3 vote in each chamber. Once adopted by the Legislature, the proposed amendment is submitted to the voters, in the form of a 'yes or no' question on the ballot, for ultimate decision.

APR 25- SECOND CROSSOVER FOR CONCURRENT RESOLUTIONS - Deadline for adopting amended concurrent resolutions in the non-originating chamber in order to "cross back" to the originating chamber. (Measures must be filed by Friday, April 22.) 

APR 28 - FINAL DECKING OF NON-FISCAL BILLS - Deadline for submitting non-fiscal bills for final reading by both chambers. 

APR 29 - FINAL DECKING OF FISCAL BILLS - Deadline for submitting fiscal bills for final reading by both chambers. Fiscal bills include appropriation or spending bills, tax credits, etc., or any bill with a House Finance (FIN) or Senate Ways and Means (WAM) referral. 

MAY 5 - ADJOURNMENT SINE DIE -The end of session is the deadline for Final Reading of bills and adoption of resolutions. Adjournment sine die occurs on the last day of a Regular Session and indicates a suspension of the business of the legislature indefinitely. Next, the Legislature will certify the bills whose form both chambers have agreed to and will transmit or "enroll" those bills to the Governor.
