More SHOPO ‘Quota’ Chaos vs Ballard?  Officers Ordered to Find Excuse to Make Arrests at Anti-Vaxxer Rally

40 officers rattle peaceful protest at Kapiolani Park

SA: … “The initial information was that there was like 4,500 people, and it was clarified that there was 400 to 500 people there,” Ballard said Monday in a scheduled 10-minute video interview with the Honolulu Star-Advertiser. “There was also actually another rally-type of thing that was going to happen later that afternoon, so our crime-reduction folks were on standby as well.”

The protesters were gathered at Kapiolani Park from 1 to 4 p.m. to represent Hawaii during an international “worldwide rally for freedom” opposing COVID-19- related health restrictions.

(SHOPO saw a chance to embarass Ballard again.  The next Chief WILL be a Kealoha clone.)

Cordery said HPD’s more aggressive actions took place toward the end of the event, when half the crowd had already left. Even more confusing, he said, was that after the two arrests the police also left.

“They dragged these two off and it was like mission accomplished. They all backed off, and they knew the event was over,” he said. “By that time it was 3:50 (p.m.) — the last speaker was up there.”

The officers Cordery talked to after the arrests said they didn’t know why the arrests were made and that they didn’t want to be there, but that they were just “following the higher-ups.”

(Did this come from Ballard or from other HPD Brass angling to be SHOPO’s pick for the next Chief?  Do the math.)

Despite some speakers at the event pushing conspiracies about the coronavirus, including one speaker who said, “COVID-19 is not a deadly disease; it’s a business plan”…

HPD chief says quotas were part of SHOPO Negotiations—designed to Get Do-Nothing Officers

KHON: … The performance standards were sent out earlier this month which set weekly minimum quotas for the officers. It included five moving citations, five parking citations, and two DUI stops. Ballard said it was discussed to motivate officers who were not doing the bare minimum.

“When we see officers out there and this is only a very small minority,

“When we see officers out there and this is only a very small minority,” said Ballard. ” It’s not the majority of officers, coming in with nothing all day long for the whole week. They’ve done nothing as far as any type of enforcement or any type of educational.”

She said at the time that it was sent out without her approval, even though the memo said that reports had to be submitted to the chief. She said on Monday that she couldn’t explain how it happened, but she plans to talk to the officer who who sent out the memo.

“I can’t tell you why they chose to do it other than they needed to give them something that was black and white to go by,” said Ballard.”It was a mistake, and it’s being addressed.”

She says those minimum standards were discussed as part of negotiations for a new contract, which is set to expire on June 30. Officers rotating their shifts was also discussed. She says both issues are no longer on the table. As for making sure that officers do their jobs, she says she’s counting on the sergeants and lieutenants to closely supervise officers....
