(Honolulu) – A Kaneohe man and a Mililani man are the latest people to be arrested by Special Agents from the Dept. of the Attorney General Investigations Division for violating the state’s current mandatory traveler quarantine.

61-year-old Michael J. “Kilomana” Danner of Kaneohe was first arrested on June 18 by deputy sheriffs from the Dept. of Public Safety at Daniel K. Inouye International Airport for refusing to complete the mandatory travel form and the order for self-quarantine.

AG investigators say Danner then began posting on social media that he was going to defy the State’s quarantine laws and was not going to abide by them. They say he also posted his activities on his wife’s social media site.  The Special Agents served Danner twice with orders restricting him to stay in quarantine at his residence and say he continued to post his defiance.

Yesterday, Special Agents followed him to the home of an elderly woman where he had been doing carpentry work for several days. The woman, who said she is in a high-risk category, was incensed upon learning Danner was being arrested for quarantine violation. His bail was set at $2,000.

29-year-old Darrel A.S. Ramirez of Mililani was arrested after Special Agents made quarantine checks on returning residents and arriving visitors. On June 26 an investigator checked on him and found that he was at a park with his son. He turned himself on June 29, was arrested, booked and charged. His bail was also set at $2,000.

Special Agents from the AG’s Investigations Division have arrested a total of 21 returning residents or visitors since the imposition of the mandatory traveler quarantine. Even after August 1, the state will strictly enforce the 14-day traveler quarantine on anyone who does not meet the state’s testing requirements.

My husband Kilomana Michael Danner and I went to a funeral on the continental US, and when we returned we were required to sign an affidavit that stated we would not leave our house for any reason, except to seek medical attention.  So if you had a job to go to, or needed to buy groceries- that was not allowed and you could be arrested.  My husband and I refused to sign those quarantine documents.  I was released through the checkpoint, after the officer noted on my form that i refused to sign.  My husband Kilomana was handcuffed, arrested and imprisoned for the exact same action, that I took, and was released.  

Anyone who violates the mandatory quarantine could face up to $5,000 in fines or a YEAR in prison, if convicted. FOR LEAVING YOUR HOUSE during these two weeks!

My husband was arrested, was never read his Miranda rights, at the airport and imprisoned for nearly 4 hours. While he was in Sheriff's custody, he was immediately checked out by a medic.  The medic informed his jailers that his blood pressure was so high that he could suffer a stroke, a heart attack, or death if he was not immediately transported to a hospital. The Sheriff's office refused to call the ambulance to take him to the hospital.  They made it clear that if my husband wanted to go to the hospital that he would have to make that request.  This is done so that my husband would be responsible for all charges incurred with the ambulance, caused by his false arrest and imprisonment.

My husband was denied the use of the restroom, and was not provided water when requested.  My husband is also a diabetic, and his request for juice or a candy bar due to low blood sugar was also denied.  This refusal put my husband at risk of diabetic coma, in addition to the already high risk of stroke, heart attack or death.  At one point in his incarceration, my husband considered drinking his own urine, as the six ounce water cup that was given to him, needed to become the container that he was forced to urinate in because he was denied access to restroom facilities. 

The governors office called my husband, while he was imprisoned to inform him that if he did not sign the papers, he would remain in jail.  All of these events are recorded on jail cameras and will be brought to light if the film is not destroyed. 

My husband is a Kahu and is an ordained Pastor and does not have a criminal record.  His bail was set by his jailers, so far as we know, at $2,000.00.  The last tourist that was arrested on these same false charges had bail set at $1000.00.  My husband did not want me to bail him out as he felt a judge would release him on his own recognizance the following day.  I was in fear for my husbands health while he was in custody, so i took it upon myself to borrow the $400 that it took to secure his $2000 bail. 

TWO THOUSAND DOLLARS for refusing to sign a paper that infringes on your basic human rights and liberty.  The current illegal unconstitutional orders issued by Governor Ige are currently being challenged in court by two other complainants.  My husband will be presenting a lawsuit against the State of Hawai'i, the governor, and the arresting officers for false imprisonment, failure to mirandize, and several other violations of his civil rights. 

My husband is an essential worker- he is a journeyman carpenter and professional painter- owns his own company. He is also an ordained Minister since April 2014.  Both of these are considered "Essential workers".  There were hundreds of other "essential workers- grocery cashiers, Walmart employees, home depot sales clerks, etc" that were allowed to leave the airport without the quarantine orders, as these illegal orders do not apply to them either.
