Mayor Victorino appoints Andrew Martin as prosecuting attorney

News Release from Office of the Mayor, Jan 20, 2021

Mayor Michael Victorino announced his appointment today of Andrew Martin as Maui County prosecuting attorney. His appointment is subject to confirmation by the Maui County Council.

“Mr. Martin is highly qualified to lead our team of prosecuting attorneys and legal support staff, and he comes with a wealth of experience. I am confident will serve our residents well and strengthen law enforcement throughout Maui County,” Mayor Victorino said. “I congratulate Mr. Martin and thank him for his service to the community.”

Andrew Martin said: “I want to thank Mayor Victorino for his appointment and for his confidence in my abilities to lead the Department of the Prosecuting Attorney. This is the greatest honor of my career. My 84 fellow employees are the hardest-working, most dedicated group of individuals I have ever had the privilege of working with. Together, we are going to give Maui County a modern, forward-thinking department that will continue to pursue justice with integrity and build upon our successful victim-centered approach.”

Martin has been a deputy prosecuting attorney in the Maui County Department of the Prosecuting Attorney since February 2015. His responsibilities have included administrative oversight of attorneys in the Circuit Court, Family Court, Felony Screening, Appellate, and Vehicular Homicide and Road Safety Units. As Circuit Court supervisor, he has directly supervised 16 trial attorneys for all felony and misdemeanor jury trial cases.

Martin previously worked as a deputy prosecuting attorney for Maui County from September 2005 to March 2010. He was in private practice in Wailuku from March 2010 to February 2015.

Earlier in his career, he worked as a prosecuting attorney for the Long Beach City Prosecutor’s Office (June 2004-September 2005).

Martin received his juris doctorate degree from the Arizona State University Sandra Day O’Connor College of Law in May 2003 and his bachelor of arts degree from the University of San Diego in August 1999.

Mayor Victorino announces First Deputy Prosecuting Attorney Michael Kagami

News Release from County of Maui, Jan 25, 2021

Mayor Michael Victorino announced today that Deputy Prosecuting Attorney Michael Kagami has been appointed as First Deputy Prosecuting Attorney in the Department of the Prosecuting Attorney.

He will serve under acting Prosecuting Attorney Andrew Martin, who was appointed last week. His appointment is subject to confirmation by the Maui County Council.

“Mr. Kagami has more than two decades of experience as a criminal prosecutor, with his last 2 1/2 years of service coming as a deputy prosecuting attorney with Maui County,” Mayor Victorino said. “He worked 3 ½ years with the state Department of the Attorney General and 20 years with Hawaii County. I’m confident he will be a strong second-in-command for the Department of the Prosecuting Attorney and help keep our community safe with our partners in law enforcement.”

Kagami served as supervisory prosecutor for 15 years while with Hawaii County, overseeing felony trial and screening units. He has prosecuted cases involving homicides, sexual assault, violent crime and property crimes.

“Prosecuting criminal offenders is my life’s work,” Kagami said. “I am so thankful that two and a half years ago I was able to come and work with the dedicated staff at the Maui Prosecutor’s Office. I am now grateful for the opportunity to continuing to work for the people of Maui County in a new capacity.”

Kagami is a 1990 graduate of the University of Hawaii William S. Richardson School of Law. He also holds a Bachelor of Business Administration degree from the University of Hawaii.
