Rail Operating Cost may be $150M per Year

SA Joe Uno: … proposed operations and maintenance (O&M) costs … could be as much as $150 million a year….Update the ridership projections. The current ridership projections are based on a 2008 study projecting 2018 ridership numbers….

Members of the board should be ready to engage in frank, open and sometimes contentious discussions. They should not be there simply for “collegiality” or to “go along” with policies set by the leadership. This advice applies to HART’s hiring practices as well, being careful not to be seen as handing out favors to political insiders….

Pandemic-caused shutdown of state Capitol hurts public participation in our Legislature

Borreca: … for a third year in a row, voters are seeing the Democrat-controlled Legislature deny the public access to the state Capitol …

Opening up Hawaii’s government has long been an issue as the public repeatedly sought to gain access to meetings and reports. The legislative tactic usually is to deny the meeting took place, or to say it was not a formal meeting or one that included a formal decision. Now the door just doesn’t open to the public.

The public can go to ball games and movies — but watch or lobby in person while ideas and concepts become laws? Nope, legislative leaders call it just too risky….

Hawaii’s high housing costs can be lessened

SA: … the city burdens developers with the cost of municipal infrastructure improvements to accommodate the additional housing — road widening, sewer capacity increases, water infrastructure, etc. Instead, the city could and should pay for such improvements and recover the costs through user fees charged to everyone….

Flushing of water system at Aliamanu and Red Hill to continue, Army says

SA: … Army officials responding to petroleum contamination of the Navy’s water system said science will dictate when displaced families will be notified it is safe to return to their homes.

During a Thursday evening town hall, members of the Army’s Task Force Ohana said flushing of the Navy’s water distribution system at the Aliamanu Military Reservation and possibly Red Hill communities, which together contain more than 1,600 homes, will continue until tests show the water is safe to use again.

The Navy’s Joint Base Pearl Harbor-Hickam water system provides water to about 93,000 people, including those on the Army-run communities at Aliamanu and Red Hill….

Interest is high now that electric guns are legal to buy and carry in Hawaii

SA: … The sale and possession of electronic guns became legal in Hawaii on Jan. 1, but it will be at least several weeks before they are available to the public.

A half-dozen gun shops contacted by the Honolulu Star-Advertiser said they are awaiting shipments of the weapons, expected to arrive later this month, and had not yet obtained licenses from county authorities.

Several of the dealers said they were still working on getting staff trained and meeting other licensing requirements, and there also seemed to be widespread confusion about certain aspects of the state’s new e-gun law, in particular the procedures for completing a sale.

That hasn’t stopped people from rushing to sign up for four-hour e-gun training classes at $200 and up….

Young Brothers suspends some cargo shipments to Maui

MN: … Young Brothers is temporarily suspending some of its cargo shipments from Honolulu to Kahului — including dry and refrigerated goods, cars and livestock — after a COVID-19 outbreak left the company short staffed, the company and the county said Friday.

Young Brothers, a crucial supplier of goods between islands, said there would be no delays for scheduled sailings to and from Maui next week. However, the company is temporarily reducing cargo acceptance and delivery through next week “due to a COVID-related labor shortage.”

Of the roughly 33 Young Brothers employees at the Port of Kahului as of Friday, eight have tested positive for COVID-19, according to the company….

Shapiro: Lesson from WWII: Fix democracy with more democracy

Shapiro: … Hawaii’s 1954 Democratic revolution has been well documented, marking the ouster of the ruling business oligarchy by returned nisei World War II veterans and others seeking a more equal society.

But this seminal uprising didn’t occur by spontaneous combustion, and relatively little has been written about those who laid the groundwork before and during the war….

“All grasped … that global history was taking a frighteningly dark turn,” Coffman writes. “As the military successes of fascism spread, Yoshida became an active voice for the view that democracy must save itself by a more genuine practice of democracy. Democracy needed more democracy.”

Which is an excellent prescription for confronting the frighteningly dark turn our country and world are taking today….
